Малоймовірно, що знайдеться кодер, який розбирається і в делфі (це той ще динозавр) і в opencart. Краще спочатку знайдіть когось, хто зможе зробити апі для вашої проги, а потім кодера opencart, який прив'яже це апі. Хоча є не зовсім правильний, але дієвий спосіб - зробити хендлери і напряму з базами даних працювати
