В первую очередь меня интересует как физически соединены ПК и устройство. Если это устройство определяется компьютером как оборудование подключенное через COM-port, то я мог бы заняться вашим проектом.

Уточнила насчёт ПК, заказан примерно такой all-in-one:
https://a.aliexpress.com/_oCg8wlFПридёт с Windows 10, но мы можем поставить Ubuntu, например. Операционка для нас не важна.
Ожидаем доставку до 5 декабря, затем радиоинженер сразу приступит к решению вопроса о связи панели и ПК.
