Понятия не имею чего вы там хотите с симплы дергать а в остальном вам смотреть в сторону Moodle/Canvas/BigBlueButton смотреть надо. То есть поднимаете сервер, настраиваете его, потом поднимаете какой-нибудь WHMCS для продажи планов и вперед. Решение отработано, проверено и стоит денег.

Я имею в виду что то, на чём он написан - симпла, друпал или с++ не имеет по большому счёту никакого значения, это внешняя обвязка.

Могу, но такая работа существенно отличается от стандартных. Она состоит как минимум из трёх этапов:
1. Чёткое понимание того, что вы хотите.
1.1. Анализ того, что имеется.
2. Установка и настройка комплекса софта для VoIP под конкретную задачу (BBB, Moodle, etc), конфигурирование VPS под него и так далее.
И только после этого 3. - Настройка непосредственно клиентской веб-части, прикручивание биллинга, и прикручивание к морде продакшена.
Ну как-то так это делается по уму.
