Here’s how I propose to implement it technically:
The optimal stack for this task is Python as the main language + async architecture. It is well-suited for working with exchange APIs, calculations, and real-time operations. For exchanges, I use official REST + WebSocket APIs (Binance, Bybit, MEXC, OKX — I have worked with them, the structure is similar). This will allow for receiving quotes without delays and correctly accounting for commissions.

The software part will consist of three logical layers:
the core calculation (price collection, spread calculation considering open/close commissions),
the signal and entry/exit logic module,
the interface (desktop or web interface + Telegram).

The software is sufficient for classic inter-exchange arbitrage: comparing prices of 2–6 exchanges, filtering by a specified spread (for example, from 1 to 3%), checking liquidity, after which a signal is generated. Signals are duplicated: in Telegram and within the program interface.
By the link from Telegram, you can open the coin card within the interface and see the price update in real-time via WebSocket.

Opening positions is done by a button: the software simultaneously sends orders to two exchanges with specified parameters. Closing can be either automatic (upon reaching conditions) or manual. An emergency stop, protection against partial executions, and logging of all actions and errors are mandatory.

You can create either a desktop application (PySide / Electron) or a lightweight web interface (FastAPI + React) — the second option is more convenient if further development is planned. Telegram is used only as a channel for signals and quick transitions, not as the main interface.

I have worked with the APIs of Binance, Bybit, MEXC, including trading orders and WebSocket streams. I have an understanding of arbitrage scenarios, commissions, execution risks, and delays.
