Добрый вечер. Там в архиве всё так, как и должно быть.
Если не всегда устанавливается, либо не установлен localcopy_oc3, либо нет прав на запись в нужную директорию.

ну значит протестить и убедится что все работвает. мне все равно лищь бы я мог сказать клментам что модуль в порядке - не все умею оезть на хостинг закидывать файл вручную
и по 4 версии проверить если там структура модулей не менялись
а если там че переделали то скоректировать.
написать инструкцию - шо сие такое localcopy чтобы я мог в readme отметить
не хочу начинать разбиратся в опенкарте изза такой фигни
