Есть форма заказа уборки где клиент заказывает уборку указав адрес дату и время и что нужно сделать.
В ответ ему приходит емаил что получили заказ
В скором времени с ним свяжутся чтобы подтвердить или отменить заказ.

Люди кому нужна работа регистрируются на сайте указав город в котором оказывают услуги.

Когда клиент оставляет заказ тотвсем кто работает в этом городе приходит емайл что есть новый заказ и его описания (что нужно сделать)
И ссылка на сам заказ.
По ссылке можно посмотреть заказ и если хочешь его забрать нужно оплатить чтобы увидеть адрес и контакты клиента.
Сделать это можно конечно 1 раз.
Что касается городов:
При регистрации люди указывают города где работают.
А при заказе клиенту есть список городов те что указывали люди при регистрации.
Если города нет в списке можно вписать свой
И тогда емаил прийдет всем.
