Насколько я вижу в этом калькуляторе много разных табличных данных, например база городов, улиц и аналогичное.
Я подозреваю что это необходимо сделать на основе какого-то АПИ, поэтому для адекватной оценки нужно увидеть документацию по этому АПИ и в принципе формулы расчетов.
