От дистрибутива это не зависит, т.к. созданием потоков управляет ядро, которое у большинства дистрибутивов собирается с похожими настройками. Косвенно на количество процессов доступных пользователю влияет размер стека (ulimit -s) и переменные ядра (sysctl) типа kernel.threads-max. Настроек по-умолчанию должно хватить для вашего приложения.
