Technically, I see the implementation as follows:
- creation of the context ua with cultureKey uk, base_url /ua/ and site_url https://rokos-kiev.com/ua/;
- setting up Babel and linking RU/UA pages;
- creating Ukrainian versions for the necessary resources;
- translating titles, content, meta, TV fields, and alt for images;
… - configuring the language switcher so that it leads to the current page, not the homepage;
- adding hreflang ru/uk, checking the sitemap and robots.txt;
- setting up the menu through pdoTools and multilingual breadcrumbs;
- clearing the cache and final testing of URLs, language switching, and indexing.

I will not create one resource for two languages or implement it through TV for languages, as it is more appropriate for MODX to create a separate context and link translations through Babel.
