Separate each slide into a separate scene.
Add pauses in each scene: 1.5 and 2.5 seconds.
Stretch the duration of scenes by changing the speed or duplicating frames to achieve the required duration.
Insert transitions between scenes for smoothness.
The work will take up to 3 days, but I will most likely finish everything in one or two at most.
If specific styles of transitions or a special type of timer are needed, please clarify, and I will take this into account in the instructions for working in Premiere Pro or After Effects.
