The main technical risk here is tracking on iPhone video. Due to compression and motion blur on the snow, standard trackers often give a "jelly" effect or the object starts to "float" on the back.

I will solve this professionally (Startfire Studio):
1. Solid tracking: I will use Mocha Pro (planar tracking) or Cinema 4D to recreate a 3D camera. The propeller will sit on the jacket "like it's meant to be," with the correct perspective and shadows.
2. Style: I will make the propeller with a slight caricature style, as you requested, but with realistic shading (so it fits the lighting on the slope).
3. Police (Task 2): There are options here — we can create 3D models of cars/characters in the background, or stylized 2D elements (interface, flashing lights, cut-out characters). I will do the voiceover.
