Первым делом у вас уже идет двойная отправка данных - https://prnt.sc/rorw7w (чтоб точно сказать нужно смотреть в коде и ГТМ)
Если хотите точно отслеживать данные нужно верно определить сеансы пользователя и чтоб верно передавались страницы сайта.
Почему не передается конверсия так как после оплаты нет даного лога отправки данных, вот и не лови Аналитика ее. Нужно смотреть уже внутрь кода так не скажу в чем причина.
