According to GA4 statistics from one of my clients, an ordinary Ukrainian online store, for example, attracts visitors from 70 countries around the world, and users from Germany and Indonesia even make online purchases. These could be Ukrainians abroad or those Ukrainians who use IP address masking. The Ukrainian landing page also attracts visitors from 78 countries and brings conversions.
So, for websites without a consent mode, after the March deadline, Google will start limiting the capabilities of personalized advertising for users not from Ukrainian IP addresses and the functions for tracking important events on the site, received from users not from Ukrainian IP addresses (penalty measures - suspension of remarketing lists and disabling conversion tracking).
And protection against blocks needs to be comprehensive, as the reasons may not be obvious (support or Google Ads help will not mention them).
