1. При создании новых категорий любого уровня вложенности;

Сделать что бы автоматически заполнялось поле SEO URL при создании?
2. При изменении вложенности категории (была подкатегория или под/подкатегория, а стала корневой категорией и наоборот);
Цепочка в урл будет меняться по любому если в настройках магазина стоит ДА для ЧПУ товаров с категориями

По поводу изменений. Все что касается изменения цепочки урл: категорий, подкатегорий, товаров - это понятно, что при переподчинении урл. поменяються. Не должны измениться урл всех статей и страниц кот. не имеют отношения к каталогам и товарам.
