Для начала Вам нужно зарегистрировать аккаунт на сайте shoutcast.com и проплатить тариф. После этого можно приступать к настройке. Я бы Вам порекомендовал использовать SAM Broadcast вместо Винампа, так как Винамп не совсем походит для трансляций. Если интересно, обращайтесь.

я не знаю никого, кто бы ориентировался на каталог ресурсов шуткаста\айскаста для раскрутки по ЦА. да, у них есть такая функция, но кмк сейчас продвижение делается другими способами
да, айскаст даёт (давал) поток мп3 320 cbr\avr, и в других кодерах aac, ogg\vorbis тоже. но надо понимать, что это огромная нагрузка на канал, и вам, скорее всего, понадобится сервер-ретранслятор
