При клике на первую кнопку на план добавляется место которое можно будет перемещать среди рядов простым перетягиванием, а при клике на вторую кнопку добавляется еще один ряд. Вся работа должна осуществляться исключительно на Angular.

на ангуляр - дороже и медленнее

А яка різниця, що там, що тут бібліотеку підключати, решта по коду мало відрізнятиметься. Тут думаю проблема в іншому, нічого не сказано про роботу з беком. А якщо потрібно ще й бек робити то бюджет дуже скромний:-)
