I looked at your website and analyzed the source code. The theme (Saphali Lite) and some plugins are from 2013-2015 - fancybox 1.5.4, jquery-ui 1.10.3, Revolution Slider, Sharebar, Chaty. 32 CSS and 45 JS files are loading separately, without merging and compression - that's the reason for the slow loading, not WordPress itself (it's fresh, 7.0, with up-to-date WooCommerce). For food delivery, this is not just an inconvenience: a person opens the menu on their phone, waits for it to load, and leaves for someone who opened faster.
Three points that I will immediately take into account:
1. I will replace old heavy plugins (slider, photo zoom, sharing) with lightweight modern equivalents with the same functionality - this is part of the work on speed, not a separate service.
2. Currently, the responsiveness relies on separate style_large.css/style_small.css for specific screen widths - an outdated approach. I will switch to flexible layout (flex/grid) so it doesn't break on new screen sizes and different phones.
3. The store is active, orders come in every day. I will do the visual redesign on a test copy of the site (staging) so that the cart and payment are not interrupted during the work.
