Касаемо переноса всего сайта, Вам подробно расписал коллега ниже Богдан Шелельо. Это тоже самое что создать его с нуля, так как в Opencart не предусмотрено обновление версии движка, как к примеру это возможно в Wordpress.

в опенкарта немає оновлення. Це береться нова версія, і збирається все по новій, потрібні модулі, функціонал, дизайн. Все робиться з нуля

Вам доступны такие сценарии:
1. Сделать перенос всей информации, на новую версию движка + новый шаблон. (относительно быстро и дешево)
2. Сделать точно такой же сайт на Opencart3, с адаптацией всех модулей (долго, дорого, то же самое что сайт с нуля)
3. Оставить как есть. (быстро, бесплатно)

Обновлений на Опенкарте нету. Если хотите Ваш сайт видеть на новой версии Опенкарта, то нужно:
1. Весь шаблон переписать на новые переменные под новый Опенкарт3.
2. Установить такие модули и функционал такой как у Вас сейчас а если нету таких модулей то Ваши модули с старой версии нужно переписать на новую версию Опенкарт3.
3. Перенос товаров, заказов, категорий и другой контент.
4. Проверка всего сайта на работоспособность
И по времени все это почти то, что бы вы создали сайт с "нуля" сразу на новом Опенкарт3
