The site you display on the screenshot is made using WordPress Multisite. I am very familiar with this type of WordPress sites. To evaluate the task, you need to know the full volume of work. I consider how many pages you need to move from a multi-site to a language version site, etc.
I can offer a free plugin option to create a multi-language site. But it is in a personal letter.
