Необходимо сохранять курс валют BTC-USD с интервалом в 10с.
Пользователь может зайти на сайт и увидеть текущее значение.
Пользователь может ввести новую пару валют, и она добавится к списку на получение.

Использовать Django.

Состави команды? Тим лид? Процедуры координации работы? Инструменты?
ТЗ... это не ТЗ, в лучшем случае подобие описания структуры сайта с элементами UI. Кто будет разрабатывать ТЗ и согласовывать его с заказчиком?
Какие нагрузки ожидаются/планируются? В команде есть DevOps?
Deployment/Support/Devepoment - кто? где? когда?
Это "длинная позиция" или отдать и забыть?
