Pixel Art (8-bit) animation: "Bringing to Life" a static scene

I am looking for a specialist for the regular creation/animation of 8-bit animations. I do not need classic "hand-drawn" pixel art, where each frame is drawn by hand. The main thing is the final visual result that looks like 8-bit.

Project features:

• Focus — speed and price: I am looking for a way to create such animations quickly and with minimal effort. Between ideal quality and affordable price, I choose the compromise in favor of price.

• Tools: You can use any automation methods, AI generators, or ready-made assets. The main thing is that there is "life" in the background: moving clouds, birds, people, or transport.

• AI assistance: If you need specific sprites for the work — you can generate them yourself or ask me. I can provide any source materials through AI to speed up your process.

• Stylistics: It should resemble the 8-bit style, but pixel-perfect accuracy is not mandatory.

What needs to be done now: There is a base (attached). You need to add a few simple animation elements to the background at your discretion. This is a test task for potential regular collaboration.
