Obtaining permission for the installation of removable parking bollards (Kyiv, Shevchenkivskyi district)

Task

A lawyer with experience in commercial/administrative law is required to negotiate and obtain official permission from KP SHEU of Shevchenkivskyi District for the installation of 2 removable parking bollards.

Situation

Stationary (non-removable) bollards are installed near our facility, blocking vehicle access for unloading.

The facility is a children's transport store (electric cars, ATVs), with a regular need for receiving cargo transport.

Additionally:

• Nearby is a branch of Ukrposhta, which has a similar situation. They are ready to support the appeal.
• Removable bollards were previously used in this area (an important argument for approval).
• The area partially affects the public transport lane (trolleybuses).
• In the current situation, unloading is carried out with hazard lights on, which:
  • creates obstacles for public transport
  • worsens the traffic situation in the area
  • causes complaints and dissatisfaction among road users

Project Goal

To obtain official permission for:

• the dismantling or modification of existing barriers
• the installation of removable (foldable/dismantlable) bollards for temporary vehicle access

Requirements from the Contractor

1. Legal Analysis and Strategy

• Determine the legal grounds (traffic safety, reducing the load on public transport, optimizing logistics, etc.)
• Propose the optimal strategy for obtaining permission (procedure, instances, approvals)

2. Document Preparation

• Formulate a list of necessary documents
• Prepare and properly format the official appeal (application/letter)
• If necessary — prepare diagrams, explanatory notes, justifications

3. Interaction with Third Parties

• Contact representatives of Ukrposhta
• Organize obtaining a letter of support or prepare a joint appeal

4. Communication with SHEU

• Submit the appeal
• Accompany the review process
• Work with feedback, adjustments, and resubmissions if necessary

Additionally

• I will provide photos and videos of the location
• I have contacts of Ukrposhta representatives
• There is confirmation that similar permissions were previously issued through official appeals

Expected Result

• Obtaining official permission
  or
• A clear, realistic action algorithm leading to its receipt
