Help needed with TikTok Ads

I need to set up effective targeted advertising on Instagram and Facebook to recruit a High Heels dance group in Kyiv. My goal is to attract girls who want to start dancing from scratch or have minimal experience. I am also looking for a specialist who can help with creating advertising creatives (posters, stories, banners) if needed. I am looking for a professional who will analyze my situation, identify the target audience, and set up advertising that will bring in real applications.
