Я бы вам советовал сделать Flash баннер, gif по сравнению с Flash на много больше весит.

Когда работал с тур агентством, мне поставили задачу сделать анимационный баннер, сделал 2 варианта в Flash и Gif.
- Gif баннер: весил ~9-10 мб и до полной загрузки было слайдшоу (не было плавности и всё было рывками), загружался сравнительно долго по сравнению с Flash, так же Gif баннер отображается на всех устройствах.
-Flash баннер: весил меньше 1 мб, загружался сравнительно на много быстрее, но минус Flash'a в том чтобы он загрузился должен быть установлен на устройстве Flash плеер. Сейчас все современные устройства имеют поддержку Flash и почти у всех он стоит. Не у всех старых телефонов и планшетов есть поддержка Flash'a и там вместо баннера будет пустое место.
Тут уже выбор за вами так сказать. Плюсы и минусы я вам расписал.
