Это газета объявлений - не доска объявлений. После выхода печатного варианта, страницы будут закачиваться в приложение. Онлайн опубликовать объявление будет нельзя.

Нужен какой-то АПИ, по которому приложение будет куда-то стучаться и получать нужную информацию. -
Видится это так. Приложение стучится к нам на сервер, где и получает необходимую информацию. Обновляться приложение будет раз в 2 недели (так выходит газета). Админ проводит закачку необходимых изменений и приложение обновляется).

Собственно, используемая при этом технология, и протокол общения с сервером, и называются - АПИ (API = Application Program Interface = Программный интерфейс приложений). -
