Есть 2 форми: прикреплены снизу; 1 ето форма для реестрации рецензентов и авторов;
2 ето форма самого мейлинг листа.
Прост сделать что бы данные сохранялись в базу данных(entyti framework) и при нажатии на клавиши выполнялись некоторые функции(из спецификаций прикрепленых в низу, не все)
Сделать нужно буквально за день-два
