Your idea can be implemented. The only question is about ready-made solutions on the market. Whether everything needs to be developed or if some mechanisms can be purchased.
The typical scheme of this construction is not complicated and can be quickly realized on paper.
However, since you want a cheating system with the movement of coins across levels, it will be necessary to use motors that make noise, and the question is how critical this is.
The lifting of coins will be done by a conveyor or an elevator. Most likely, it will be a conveyor, as it will be a continuous feed.
A Raspberry Pi is not needed; the algorithm is built on sensors and motors, an STM will be sufficient.

After that, metal manufacturing can be done. Ideally, a complete assembly of the machine and testing of all components. After which the work can be considered complete.
The stages have been gone through more than once. As a rule, the client does not say what is not working because they do not know what the idea was in detail.
