VB на этом языке пишут скрип для запроса к БД. вам просто из access выбирать или типа веб приложения для работы с access. access это голая база данных

Извините, но ваше ТЗ это просто набор слов.
Ещё похоже, что со смысловыми ошибками.
Программа должна быть MDE-файл , а база данных - MDB
А уже существующая программа блокирует записи с которыми работает? -

Вопрос - на вашем предприятии (фирме) бухгалтерия на чем работает?
Если есть 1С, мой вам совет, переводите все ваши программы с Access на 1С.

Я согласен. Пишу как могу. Но в голословных заявлениях конструктива мало.
Хотите реально подсказать -покажите толковый шаблон ТЗ
Спасибо за совет по выбору продукта.
Мои менеджеры работают на 1С:УНФ. Но я не очень хочу пускать туда инженеров и рабочих. Я НЕ понимаю как это сделать практически.
Поэтому ищу альтернативу.
Кроме того программисты 1С -это особая тема для разговора

Вы напрасно боитесь туда пускать рабочий класс. В 1С можно так настроить права доступа, что ваш работник будет иметь только доступ к форме, с которой ему надо работать.
И еще, если решитесь на 1С, исполнитель пускай пишет на управляющих формах. Тогда рабочий даже с одной извилиной сможет разобраться в программе.
