PWA in Google Play

Hello!

There is an application that is a PWA and works like a mobile version of the website, exactly the same. It is currently in the closed testing phase, which requires a minimum of 20 users who will conduct testing for 14 days.

I added 20 accounts from emulators, from one IP, and invited them as testers. There was no activity from the accounts, I just installed and logged into the application. After 14 days, I received:

Your app requires more testing to access Google Play production

We reviewed your application, and determined that your app requires more testing before you can access production. Before applying again, continue testing your app following our guidance for gaining production access.

Task:
Successfully complete the testing phase so that the application is allowed into open access on Google Play.
