Момент сопротивления кручению (или полярный момент) относится к геометрическим характеристикам, а метод предельных состояний относится к одному из методов прочностных расчетов элементов (сечений). Я так понял вас интересует мах.усилия (момент) на которое работает сечение? Если так, то напряжение в сечении не должно превышать Ry, значит Ry > Mmax / Wp + N/А (если N есть в задании) если нет то Mmax < Ry * Wp.
