Когда ставят 1 день - это означает стоимость за месяц, просто не хотят ставить 30, чтобы потом, вдруг, не ждать сейф весь этот срок. -
Если заказ выполнен, заказчик подтверждает это нажав кнопку о выполнении и фрилансер получает оплату, а ресурс комиссию, разве не так? Если сделка состоялась зачем кому деньги чужие держать.

Каждый работает, как ему удобно. Я принципиально не работают через сейфы, только напрямую и приступаю к задаче после 50% предоплаты.
Кроме того, крайне непонятно сколько времени придется потратить на решение задачи "спланировать грамотно работу портала с учётом юзабилити и органики". Это достаточно глобальный вопрос, на него можно и месяц убить
