If you come across a layout designer who is not strong in design, you will face difficulties right from the start.
There are designers who understand layout (for example, like me 🙂). But it’s important to consider that the main focus for such specialists is still on design, and layout is encountered less frequently. Therefore, the code may not be perfect, or it may take longer, especially if the project is complex. (Personally, my code is of good quality, but the layout itself takes more time than that of a specialized expert. Hence, the cost may be slightly higher.)
Therefore, I would recommend splitting the tasks and finding separate specialists for each stage — a designer and a layout designer. This way, you will achieve the best result and minimize risks.
