Не могли бы вы уточнить ТЗ? Просто формулировка "в полном размере
или из кнопки" не совсем раскрывает смысл. Так же не совсем понятно " вэбмастер ставит ссылку на раздел сайта согласно выбранному языку клавиатуры"

1. клавиатура в полном размере - это как в подобном плагине WP Arabic Virtual Keyboard
2. из кнопки - это приблизительно так (криво, но думаю смысл ясен - при нажатии на кнопку вылазит клава)
3. про ссылки - для меня смысл этой идеи в получении ссылки от вэбмастера, который устанавливает клаву к себе на сайт или блог. если ставит китайскую клаву - ставится ссылка на http://loderi.com/chinese-virtual-keyboard-online , если берет арабскую - ссылка на http://loderi.com/arabic-virtual-keyboard-online и т.д.
