А где вы видели у гугла playable ads?
Можно ссылку на пример и технические требования?
У вас по сути игра для ОС Андроид (привязка к системе) и не представляю как её транслировать в баннер.

хм... интересно, они ранее отказались от использования ExitApi. То ли требования устаревшие то ли снова можно. Даже если можно, то игру надо воссоздавать на хмтл5.
