Тут страничка не поможет. Чтобы все сделать как положено, необходимо написание компонента с настройкой ACL (прав доступа).
А делать страничкой на php и "втыкать" его в CMS, при этом писать свои запросы в БД и обработчики, т.е. не используя API фреймворка, ничего хорошего не сулит. Заканчивается подобное обычно фразами: Joomla - плохая, ужасную нагрузку создает, дырки в безопасности и т.п.
