На питоне и ИИ-шное распознавание картинок можно сделать. Немного напряжно, но не сильно. Сейчас куча готовых библиотек есть. Правда, 100%-го распознавания не выйдет.

Тут основная проблема в том, что данные в разных областях. Распознавание с изображения это одно и требует Computer Vision, описание и название требуют NLP. Потом эти предсказания нужно как-то объединять.
Размер размеченных данных?
Бюджет?

Не обязательно, берем библиотеку питоновскую по попиксельному перебору данных - построение кривых, я не помню, как она обзывается, потом кучу картинок с тегами. И мелкую фигню, которая размеры и кривые будет анализировать. Но ту собиратель кирпичей из конструктора не подойдет, нужен хотябы человек, изучавший дифференциальную геометрию.

Можно и библах, юзающих растровую графику. Дольше думать будет, но можно. А знания диффгеометрии все равно нужны. )
