Есть верстка проекта 4ange.me Актуальный курс можно тянуть с любой биржи, к счастью их очень много сейчас и есть открытые api. Админка как таковая не нужна, но нужно записывать в базу обмены и клиентов, так же можно в файлах чтобы менял процент умножения курса. Более подробно расписал в ТЗ. На чем писать не принципиально главное чтобы все работало. Обмен в ручном режиме нечего интегировать не нужно. По поводу чата скину код просто установите, будет скорее всего дживо.
Мне необходимо это для изучения спроса и актуальности данного направления в других странах.
