Adobe Premiere and DaVinci Resolve: I have experience preparing material for editing, color correction, and basic video processing. I can assist in the process of preparing files for easy addition of subtitles.

I suggest focusing on payment per completed project, and for each video, we could set a standard fee for basic work, and then add payment for additional adjustments or more complex tasks. It might be worth determining the price based on the number of characters in the captions, or per hour of work, depending on the complexity.
Payment for a standard video (5–10 minutes) with caption creation and basic editing.
Additional tasks (for example, sound enhancement or complex editing): discussed separately.
