Если бы я разбиралась в этом вопросе, я не просила бы писать мне их за деньги. Скорее всего, имеется в виду написание отчета со статистикой использования тех или иных алгоритмов, по которым будет видно, какой алгоритм оптимально использовать для тех или иных задач.

Ты же понимаешь, что если претендент пишет маленькое время исполнения, - это ещё не означает, что он успеет всё сделать в срок. Он может потом попросить добавить пару дней. А потом ещё пару...
Вот, если бы человек уже делал что-то на-подобие (портфолио, отзывы, позадавать вопросы на адекватность в личной переписке... это можно узнать разным способами), тогда больше доверия. А так - сомнительно.

В любом случае, если претендент не делает в срок, то у заказчика появляется возможность отметить её как не сделанную и забрать деньги назад. Или арбитраж.
