Приветствую! предлагаю более современный и, так сказать, гибкий и красивый вариант - с помощью 3D-библиотеки three.js Вот подобная работа: https://work-around.net/contacts/ - там используется svg-карта стран, тоже можно интерактивно выделять и вот это вот всё. На данном примере глобус интерактивно не крутиццо, но это легко реализуемо - вот пример https://trushka.github.io/earth/
К тому же очень просто приближать-удалять и прочие манипуляции совершать. Размер библиотеки three.js практически такой же, как и d3.js (по крайней мере той версии, что используется в моём примере с глобусом), так что на скорость загрузки не повлияет. Ну, цену указал минимальную наверно, а там надо смотреть, какой функционал нужно делать.
