Good afternoon. Straight to the point. Telegram cannot "natively" display an RTSP stream. However, a Telegram bot can send short videos (recorded in mp4/similar format) as sendVideo to the user.

"Real" streaming using pure RTSP through the bot will not work, as bots do not have direct access to WebRTC, and the Telegram client cannot play "raw" RTSP.

The most effective approach is to set up a transcoding task on the backend (Python + ffmpeg, GStreamer, etc.) and provide the client with a ready mp4 stream or "piece of video."
