Hello, I am not familiar with the Chromium source code, but I have solved a similar task, as I can understand from your description.

SIP telephony was on UDP, which means it could only be used through softphones like Microsip, and WebRTC, via WebSocket, implies TCP traffic (although I am not a specialist, it seems that WebRTC itself implies UDP, and TCP specifically WebSocket, although WebSocket seems to have started supporting UDP as well).

Decided to do without recompiling Chromium.
