I can do it on C#, for moving and residing windows there are ready features, for JSON generation - too, so the project is not difficult.
A couple of questions:
Do you need a console application or a GUI?
If the wildcard fits the names of several processes with windows, do we move all of them?
Are you not against the use of third-party libraries (for JSON generation, for example)?
