WordPres Plug-in - create a plan to transfer web site into plugin

we want to create plug-in for wordpress and publish it online.
The plug-in needs to have paid and free version based on volume of data processed. The paid version can be pay as you go or subscription. The plug-in needs to capture what the web does:
-batch geocoding, reverse geocoging, interactive maps. site is written in yii 2.0 /javascript/react.
The plug-in must be used by most of the popular cms/crm systems out there.
For this task, create a detailed plan how this can be done.
The plan must include all aspects of successful deployment of plug-in: architecture, design, payment system, security, user interaction. We can do few iterations on the plan back and forth. After the plan is done if should create an idea how much it will cost and how long it will take for that plugin. no prototypes are needed. You must have done that before and understand architecture well.
