Чтобы создать стикеры для телеграмма подходят только векторные изображения. Так что с ваших гифок надо сначала каждый кадр перевести в вектор

Я думаю заказчик имеет ввиду, сначала нарисовать стикер векторе по тем эмоциям обезьянки, что в файле а потом аналогично видео анимировать их
