Повірите ви, чи ні, але основний об'єм роботи (а відповідно і трміни виконання та ціна) дуже мало залежать від того, у якому форматі треба видати результат, але дуже сильно залежать від того, що ви називаєте "детальнішим ТЗ".
Анімацій "саме для Телеграму" не існує, існують вимоги (власне, обмеження) Телелеграму для формату стікерів (ви їх, власне, і виклали).
