As part of the MVP, I will perform:
- obtaining current data for offer_id through the API;
- increasing/decreasing the bid according to the rules min_bid / max_bid / step;
- configuration of parameters: min_bid, max_bid, step, max_daily_budget, working_hours, schedule, pause_conditions;
- scheduled launches (every 5/10/15 minutes) and the possibility of manual launch;
- operation in the Europe/Kyiv time zone;
- logging of bid changes and API responses: timestamp, offer_id, old bid -> new bid, reason for change, API code/status, errors, and retry;
- retry, safe stop, protection against infinite growth (max N bid changes per hour, limit on total increase per day);
- secure storage of the API key through env, without outputting keys/tokens in logs;
- simple output of change history in CSV;
- README, configuration, and launch instructions;
- if necessary, launch in Docker.

An important point: I will first technically fix which metrics the API actually returns in your case. If the API does not return position, exact competitor bids, or CPC directly, then the management scheme is built on available metrics and API advices, and this is separately documented without unnecessary assumptions.
