I can implement such a bot, here is an example of its implementation:
Bets only in the bot (private chat): the user clicks "Place a bet" - the bot accepts the amount - confirmation to the user.
Bets are not visible in the channel/chat: no public messages with bets.
Admin panel (admins):

all bets for each lot (who/amount/time)
current highest bid
export to CSV/Excel if needed
Anti-fraud measures:
we record the user's Telegram ID (it cannot be faked)
log of all bets and changes
optionally: "bet confirmation" button
