Сам бот создается в телеграм легко, но... Боту нужен домен, на котором будет выполняться весь функционал. В принципе бота можно посадить на опенкарт, где уже есть системы оплаты, инфостраницы и пр. ТЗ довольно обширное, поэтому за 2-3 дня не выйдет.
