Он дал exeшник из статьи по ссылкам.
Вы точно так же можете его скачать, как скачивал и я до этого проекта.
Но решения с наложением BMP там нет.
А мне нужно именно это.
Я не имею времени разбираться с фильтрами и графами Директшоу и поэтому создал этот проект.

он же вначале написал что сделал ставку так, как не понял изначально задание -

Т.е. человек поторопился, не вникнув в задачу решил сделать ставку выше потолка раз в 10. Но я не вижу, что он может это выполнить вообще.
Не зная, что в BMP есть альфаканал.

Устроит Вас такой вариант + bmp сверху с изменяемым альфа каналом. Хотя правда откуда у BMP альфа канал не понятно, но это ладно разберемся, через n удалим пиксели и всё.
